Governance Structure on Seabrook Island



Seabrook Island is unique in that it has three separate entities that govern different aspects of the Island. These are the Seabrook Island Club (SIC), the Town of Seabrook Island (TOSI), and Seabrook Island Property Owner Association (SIPOA).


  • The first of these is the Seabrook Island Club (seabrookisland.com) which is a private club (mutual benefit non-profit corporation) governed by a Board of Governors. SIC administers all aspects related to Membership, Golf, Racquet Sports, the Equestrian Center, the Beach Club (pools and surrounding areas), Ocean Terrace, Landfall Way building, the Island House, Pelican’s Nest and Osprey Café and Boat and RV storage. The Seabrook Island Real Estate (SIRE) is a subsidiary of SIC. In 2004 the Island One referendum, which amended the SIPOA restrictive covenants (Section 40), required that all new property owners become Members of SIC.


  • The Town of Seabrook Island (https://www.townofseabrookisland.org/) is a municipality governed by a Mayor and Town Council. TOSI is responsible for Zoning Administration, Business Licenses, Town Ordinance Enforcement, Commercial Activity outside the gate, Rental Licenses, Beach Patrol and the Beach area below the high water line.

  • Seabrook Island Property Owner Association (sipoa.org) is a 501C4 non-profit association governed by a twelve member Board of Directors that provides governance for properties within the Seabrook Island Development including SIPOA owned roads, storm water drainage, maintenance and engineering, garbage pickup, including yard debris and recycling, landscaping and mowing of common areas, Security, Architectural Review Committee and SIPOA Communications. SIPOA operates the Lake House, Oyster Catcher Community Center, Property Owners’ Pool, Gate House, Administration Office, Garden Plots, Beaches above the high water line, Boardwalks, Trails, Lakes, Crab Dock, and Kayak Launch.
